"Sólo con considerar que el personal que debía estar a cargo de Florencia fue suprimido en un 72% el día en que la mataron, queda probado que no se trató de un descuido sino de una cuidada planificación deportiva que apuntaba al lucro, con indiferencia por la vida. Pero como si esto fuera poco, a un entorno en el que se había suprimido hasta la mínima inversión en infraestructura edilicia y de equipamiento de seguridad requerida por norma, se sumó la supresión de docentes y guardavidas y la selección del escasísimo personal presente conforme criterios que no eran de idoneidad y formación profesional. Con pruebas de que hubo pleno conocimiento y conciencia de Storchi y de Bugallo, debido a que las piscinas estaban intimadas a la clausura con el plazo vencido un mes antes de que mataran a Florencia. En ese entorno homicida, la niña, que no sabía nadar, fue llevada a lo hondo por María Cecilia Privato (la planificación deportiva de la institución lo establecía), empujada (según testimonio de Privato) donde era incapaz de valerse por sí misma y no rescatada por la docente cuando después de varios minutos UN NIÑO le avisó que la había hallado hundida. La única socorrista conversaba, según testimonios, en la zona de menor peligro del recinto de la piscina grande. Entre la muerte clínica y la real median sólo segundos." Las pruebas existentes a la fecha acreditan que Florencia no se ahogó sino que fue ahogada en una piscina que debía estar clausurada. La niña, completamente sana, fue muerta mientras tomaba su cuarta clase de natación en Megatlón All Boys, sito en Av Alvarez Jonte 4180 de la Ciudad de Buenos Aires. Con el asesinato de Florencia, ascienden a por lo menos cuatro los muertos en la pileta de All Boys (cuidadosamente silenciados). Megatlón es el nombre de fantasía de una red de clubes agrupada empresarialmente como Gimnasios Argentinos S.A. que concesiona, junto con otra decena de piscinas, el natatatorio del Club Atlético All Boys compartiendo con él las ganancias y la facultad de fiscalización sobre las condiciones de seguridad, calidad y cantidad de personal contratado. Por eso, de acuerdo con las pruebas compiladas hasta el momento, los presidentes de ambas instituciones, Fernando Martín Storchi, de Megatlón y Horacio Roberto Bugallo, de All Boys, serían responsables del homicidio como también el coordinador deportivo Julio César Giraldi, la profesora María Cecilia Privato y la socorrista o guardavidas Giselle Vanesa Kamenetzky. Las pruebas aportadas al expediente penal hasta diciembre de 2002 permitirían concluir que el asesinato de Florencia se produjo en el marco de un plan institucional que tenía por objeto llevar a los niños que estaban aprendiendo a nadar a lo hondo, presuntamente para dejar libre la parte baja del natatorio para el uso de los socios de la decena de piletas que conforman la Red Megatlón. Esta planificación ultra riesgosa se convirtió en homicida al ser implementada en una pileta no habilitada por el Gobierno de la Ciudad por carecer de las más elementales medidas de seguridad así como del personal exigido por ley. En ese entorno donde la muerte de un niño era lo esperable, María Cecilia Privato, profesora a cargo de Florencia, "dio un empujón a la niña en la zona honda", según su testimonio, y no la rescató cuando un niño le avisó que estaba hundida. The existing proves certifies that Florencia would have been drowned by her own teacher, María Cecilia Privato, on february 12th, 2001, while she was taking her fourth swimming class at the greatest Network of Swimming Pools of the City of Buenos Aires, Argentine: "Red de Clubes Megatlón". The teacher in charge of sport planification (Julio César Giraldi), the rescuer (Giselle Vanesa Kamentezky), the Network president (Fernando Martín Storchi) and the Athletic Club All Boys's president (Horacio Roberto Bugallo) would also be direct author's of Florencia's murder. This resolution was taken by the "Cámara Nacional de Apelaciones" (Argentine Chamber of Appeals) who would have to do on this way what none of the nearly ten judges that were in charge of the cause did during two years since the murder occured. This is one of the very amazing facts that shows the judicial intervention. Another amazing fact is that were the chambers (judges of the National Chamber of Appeals, First Room) who tell the judges(because the judges seemed not to take notice about it) that the Government of the City of Buenos Aires will have to be investigated about the murder because up to the moment none of the law men in charge of the cause had ordered to investigate the presumed responsability of the Government of the City of Buenos Aires in the murder. Also surprises that the Government of the City of Buenos Aires not only haven´t given Megatlon`s Network the permission for working at the swimming pools before Florencia`s murder, but also have alerted the sport institution it would be closed down if it didn´t accondition the swimming pools according to law in thirty days up to the official notification. But Megatlon Network (Gimnasios Argentinos S.A.) didn´t accondition the swimming pools and the Govermment didn´t close it down on the day 30th from the notification: nearly a month before Florencia was drowned there. The public defensor Alicia Olivera suggested the Government to close the swimming pool down. But no only the Government of the City of Buenos Aires didn´t do it but also he signed the permission to opening the swimmning pool when it was closed down by Justice. The public prosecutor`s attitude is, up to this moment, the last amazing thing of the official intervention "in order to law". After more than two years of the murder and when it is clear that the presumed murders would be trying to play the roll of "making time go on and making proves delete in time" the public prosecutor Juan Sansone no only didn´t call up for an urgent trial, as he was expected, but also called up for the "sobreseimiento" ( a sort of forgiven) for the Megatlons's Network president, for the Athletic Club All Boys president and for the teacher in charge of sport planification. Argentine seems to be a Kingdom without law, not a republic.
